I believe so, yes.  You can look at the HPUSERLIMIT variable  to see what
the "license" limit is for the machine.

Note that there are some things which count as "sessions" but which do not
count as "users" against the license limit, so generally you want to have
your session :LIMIT larger than the HPUSERLIMIT value, otherwise you may
artificially limit the number of useful connections you can have.

For example, the older FTP server (5.5 vintage) uses loopback RPM sessions
which show up in :SHOWJOB and as such they count against the :LIMIT setting
for sessions, but they do not count as "users" against the HPUSERLIMIT
license limit.

So if you have a box with a 20 user license, and you set your maximum :LIMIT
for sessions to 20 also, then things like the old FTP (and some 3rd party
products that use RPM sessions like Qedit for Windows) may eat up :LIMIT
slots such that you can't get as many real licensed "users" on the machine
as you could if you had the session :LIMIT larger than the HPUSERLIMIT.

So it's a good idea to check your SYSGEN config to make sure that your
currently configured maximum session :LIMIT value is larger than your
HPUSERLIMIT, so that you can increase the session :LIMIT if you need to.

Since the console session counts as a "session" but not a license "user",
everyone will probably want to keep their session limit at least one greater
than the HPUSERLIMIT, and people still on 5.5 who use the older FTP server,
or anyone who uses a product based on "RPM" sessions will probably want the
session :LIMIT higher still.
