I would replace the power supply, Michael, as a start and hope it's lost a DC feed.

If you're comfortable with working on the h/w, I'd recommend taking it down to a minimal configuration (1 cpu, memory, unplug the scsi ribbon cable, expansion bay if present, etc and see if it moves past the power on message.

If not, then I'd try a Core I/O but it's probably the system board.   The fact that you're getting garbage casts some suspicion on the CIO card.

I have more info.
<Cntrl-B> gets me to a CM> prompt, when I type RS, the following occurs.

FATAL ERROR: System held in reset.
POW_ON never came back (APERR 21)
Waiting until it's reasserted......

No more CM> prompt, Until another <Cntrl-B>

TC does nothing.

Oh, I'm using terminal emulator WS92, running on Win7 Pro, connected via serial port to the console cable.
