I would say that is the difference between empathizing and offering
assistance vs. saying, "If you want our aid, you will put on this sundress
and sing me some show tunes." We are world citizens, and as such, we cannot
only help countries that we get something from, like oil. We have to help
everyone, regardless of natural resources because we get peace and
stability.

I have one question:  How do we "pay more attention ... without ...
interfering", or perhaps more to the point, without being perceived as
interfering?
