Yes, make the changes in nmmgr & restart all your network stuff.

...and a follow-up question
I have only used Win 95, 98, and ME (thus 3 great reasons why I don't use
windows anymore) so this is probably a question that is obvious to many,
but... is there a version of Windoze that will let you change you IP without
rebooting? 2K? XP?
