Because he isn't starting from a level playing field. Unix
administration may very well be more difficult than MPE administration
if you know neither, but if you already know Unix admin, then
administering an MPE box that way (if it would let you) is a lot easier
than learning MPE admin..

I dare say he means that finding, and setting on, Unix admins is easier
than finding MPE admins....

More and more recently, we have seen people pitch up here saying 'I've
inherited this HP3000 thingy which nobody knows anything about - how do
I work it?'

Now, it's probably been quietly running several of their
mission-critical systems so uncomplainingly that nobody knew it was
there. Or they thought it was a PABX, or something... :-)

How much more likely are they to keep it going if the new admin can tend
it using the Unix admin skills he is familiar with, than if they are
suddenly face with learning MPE stuff? It's gonna get switched out ASAP
in that case.

Don't forget, when we learned MPE skills, we were building a career
path. For today's Unix admins, learning MPE is just time out, alas.
