Did COBEDIT exist in 1983?  I seem to recall that support for KSAM
copy libraries in COBOL II predated the COBEDIT utility.  I remember,
as a user, converting libraries to KSAM format in the late seventies
or early eighties, and I don't remember having COBEDIT at that time.
