After about 18 hours, here are some changes we made due to some problems
people were having:

1.  We are still checking for duplicate ballots after you enter your name
information.  We are not writing (INSERTing) it to the database at that time
as we did before.  This prevented you from going back to finish the ballot
if you closed your browser or opened another page.  You can now go all the
way to the ballot now, and nothing is written (except for assigning of a
serial number) until the very end.

(NOTE: Serial Numbers are still assigned and updated after you enter your
name information.  If you do not complete a ballot, that serial number is
discarded and you will be issued another one if you return).

2.  We raised the timeout period for "stateful connections" to 2 hours from
20 minutes.  We still encourage you to get and read the long descriptions of
the ballot items (there is a button on page 1) before casting your ballot.
This way, you know which ones you are going to vote for, and how many.
