You can probably do this with MasterOp/3000 (download it for FREE  from either
Allegro or EDIT) and a trick or two here and there. Basically, you would use
its QLIMIT command and define a UDC that uses MasterOp's JOBINFO function
(along with the "FOR (PARM varname=JOBSET(...))" construct) to determine how
many executing jobs were streamed by the user that streamed this job. I can't
do this off the top of my head, but I have done this kind of thing before with
it, so if you want to pursue this option, drop me an email and I'll see what I
can do.
