     You can get the DTC to download from the host by turning bridging on
     on the s1 router. When the router sees the AFCP packet (HP proprietary
     protocol for comms between DTC and host), it doesn't know how to route
     it, but will forward the packets out from it's ports like how a bridge
     would function. Hence, the MAC address will be used by the router to
     bridge instead. Hope that helps!

long. We can ping the host HP3000 all day long but CANNOT get the DTC
to "reach" the host.

I hate to see you banging your head against an ummovable wall...
 
Your problem -->  DTC's and HP3000's communicate via AFCP, a proprietary
                              HP protocol predating TCP/IP...
                          Routers (anybody's) throw the packets away
because they
                              can't make heads or tails of them...
                          You can make this configuration work IF...
                               (1.) You upgrade to MPE/iX 5.0 to get
routable AFCP
                               (2.) You get another DTC to sit on the
HP3000 side of the
                                        router(s)
                               (3.) You purchase and setup OpenView DTC
Manager to
                                        handle the downloading
 
Sorry -- this was a classic problem with pre-5.0 sites that really became
obnoxious around 1993/4 (??) when lots of folks started networking their
HP3000's with routers.  That's why 5.0 was enhanced in this area.
 
Your other choice is to chuck the DTC's, put all the users on PC's running
terminal emulators with built in TCP/IP stacks (possibly modified to
handle block mode screen handling if your applications need it).  Then the
users can connect to the HP3000 using the ip address or name.  FYI, you
can stay on 4.0 for this solution.
 
FYI #2, all this is in the Network Planning and Configuration Guide that
came with the MPE/iX manual set (if you'd like to go look up the doc).
