I think you may be on to something Peter.   I have tried the DC1 test
and using telnet and everything seems fine.  The DC1 is present.  The
problem occurs with telnet sessions to the HP as well.

The problem only occurs for Block mode transfers.  Occasionally when I
log on to the router in Korea via telnet I notice similar poor response.
I will type a command and the response will come back with about 20
lines of data then freeze.  Sometimes for more than a minute or two.
Then the display may continue after the long pause.

I have also noticed in a packet capture that the PC client sends the
same data to the HP a few times with no response before the timeout.
