Our system logon udc would check for existing file SYSTEM.PUB.<appacct>.
If it existed, it was copied to the user screen, then logged off.

During backups or database changes, we would create the file with
appropriate
message of why system not available and estimated up time.

This allowed our users to get some feedback as to why system was not yet
up.
