  setvar mmddyyyy str(tmp,5,2)+"/"+rht(tmp,2)+"/"+lft(tmp,4)

No need for zero padding.

The setvar tmp... is to deal with the real date changing in the middle
of string extractions. If this happens at least the mmddyyyy var will be
consistent.
