vt3k does include an X client (xhpterm) that does do HP emulation. You
may be able to use it for VPLUS. (it works for NMMGR, anyway).
 
The character mode vt3k does have an option to convert HP escape codes
to VT100 escape codes on the fly, but it does not support block mode.
