As usual...it depends.  Of course there are the various database mgmt tools
<plug-alert> DBGeneral </end-plug>, DBChange, Adager and Flexibase) which may
simply update the rootfile for you based upon the particular change being
made.
There have also been various contributions to the CSL.  However, your
inquiry begs
the question: "What is it that you're trying to do?".  There are circumstances
whereby one simply cannot update the rootfile with also dealing with other
aspects of the base.  So I think more information is needed before you
might be
able to get some feedback.
