Hi Kevin,
  You nailed it, Jeff Kell replyed with a similar answer last night but  when a "ls" failed to find an entry in '/' I moved on, or rather back.  Stan Sieler also posted a reply on the hp forum pointing out that the  error message from newacct - "duplicate name" rather than "duplicate  account" was a bit of a give-a-way. However after working all day on a  'bare' system, forgot that the security application was in effect when  I was digging around, once I elevated my status and could 'see all' the  first thing I saw in / was the pesky /APACHE directory.
  So thanks again for your reply and thanks also Jeff Kell and Stan for lighting my darkness.

It appears that you could have a posix folder named /APACHE,
but not as an MPE account.
