I read an article yesterday on this which basically stated they were
offering discounts to the protestors because they wouldn't grant them a
permit to protest in Central Park. The protestors countered saying the
hotels/restaurants are hurting because the crowds they thought they
would have didn't appear so there are plenty of rooms available; thus
the discounts.

Subject: [HP3000-L] OT: Protest the RNC and get a discount

More in the category of stuff too good to keep to yourself, New York
City ("the town so nice that they named it twice") has announced today
that it is inviting people to come to the city, protest the Republicans,
and get a discount on their hotel bills, dinner and a night at the
theater:

Either that, or the whole thing could be construed as a bribe to keep
you quiet.
