Your question is a little vague, but if you want to look at special
characters in a file, there are a couple of ways:

1. Turn on "display functions" and PRINT the file to your terminal.

2. A better way (I think) is to do a hex dump of the file using FCOPY:

FCOPY FROM=FOO;TO=;CHAR;HEX

This will dump the file in both character and hex format to your terminal.
You can use the ;SUBSET parameter to restrict which records are dumped.
