OK, Now we know the JCW name.  May we also get the version number of
'formspec' or perhaps the MPE/iX release that said enhancement was
included?

The JCW is called VSETNEXTCENTURY.
 
1) To enable handling of dates with a 4 digit year component, set bit 15
   of this JCW to 1. (bits are numbered from 0 to 15)
 
2) To change the interpretation of the 2 digit year, set bit 14 of the
   JCW to 1.
 
All unused bits of the JCW should be set to 0.
