i would try to come up with some kind of point system, assign the point values
to each employee, and prorate the total allowed based on this system. For
example, you might assign one point for being an employee, one for each year of
service, one for reaching a certain level of performance, etc. Sum up the total
points, deleting those for people that get no bonus. Each person gets his/her
portion of the total.
