It's been about a hundred years since I've done that, but we used to use FCOPY with the EBCIDIC option. It gets weirder if the IBM tape is also a variable file format, but that's all covered in the FCOPY manual as well, and so is the LABEL info (in case your IBM tape is also labeled).
