It also depends upon the work to be performed.  The rate I've paid for someone
in operations support is not the same I'd pay for a FORTRAN programmer,
may not be the same I'd pay for a COBOL programmer, and are all less than
I would pay if I needed a programmer to write low-level PM code.  It also would
depend upon what else I, as the employer, would need to cover to make the
arrangement mutually beneficial.
