You could also use the QTP module from Cognos' PowerHouse. The following
will create a file with all data in ASCII format (packed fields
included). Minor additions can be added to the subfile command to get it
to create an indexed (KSAM) file.
:QTP
>access <dataset name>
>set process limit <number of records in set>
>subfile <filename> keep nodictionary portable datafile <filename>
include <dataset name>
>go

There are lot's of options for format of the output file and selecting
data, but that very basic task will do what you ask.
