Well you could create a SHUTDOWN command file.  I'm not sure that we
want to put the actual command in the main MPE command stack.  That may
be a can of worms from the security stand point.  At least, with the
command file, you could bring your system to a good place to do the
Ctrl-A shutdown.

        It occurs to be that the right way to approach this is to make
        the SHUTDOWN command a real command, not just a control-A
command.

        Then, you could create a SYSSTOP script with a SHUTDOWN command
        in it.

        This reverses the problem statement, but solves the overall
goal.
