This version contains the following enhancements/fixes:

03/01/2000  Version 8.61
   a. Added 'XACCOUNT' infostring parameter.  With this, the 'JSRTEAM'
      processing is altered to allow 'Cross Account' submittal of jobs,
      as long as 'SYS' is NOT the 'destination' account.

   b. Fixed problem with accessing the file 'FISCALFL*' for sites that
      use 'fiscal' calendars.  Recent OS changes expanding the set of
      'valid' ASCII characters in file names caused the '*' terminator
      to be considered as part of the file name, thus causing the FOPEN
      to fail.

   c. User reported that 'skipped/old' entries configured to run on
      specific days of the week were being re-scheduled incorrectly at
      startup.  Fixed that problem and added code to 'force' a second
      scan of the schedule when 'rescheduled' entries 'land' within
      the 'look back' window and execute them.
