In doig an upgrade to 7.5 on a test system, after getting no errors in
sqlmigrate, we cannot start the dbelog...

SQLMIGRATE=>start dbe 'imsdbe' newlog
=>buffer = (100,24),
=>transaction = 2,
=>maximum timeout = none,
=>default timeout = maximum,
=>run block = 37
=>log dbefile log1 with pages = 250,
=>name = 'dbelog1'; 

start dbe 'imsdbe' newlog buffer = (100,24), transaction = 2, maximum
timeout = 

none, default timeout = maximum, run block = 37 log dbefile log1 with
pages = 25 

0, name = 'dbelog1';
