Sounds like it cannot find the primary boot path.
Maybe the setting of the primary path is not correct,
e.g. LDEV 1 has been connected differently over time,
or maybe the SCSI bus is not properly terminated, or
maybe the replacement DDS drive has dip switches set
to accicentally use the same SCSI address?

I believe that the PDC menu of a 928 has some kind
of command to SEAarch for bootable devices or show
some map of connected device addresses or similar.
You might want to try that and then use the BOot
command with an explicitly given primary path.
