And if he wanted to call them states in the plural form, he 
could have used 'ay-wilayaat' (as in states of United "States")
but since he chose the singular, this statement is correct.

(Although the transliteration is "al-wilaya" the 
pronounciation makes definite article sould like "ay".)

I think "belad" could have been used instead of "dowla" also.
