As Jack and Craig mentioned:
The setting is not a physical switch... Using the GridMgr cable the terminal needs to be put into CE mode (which I believe is set via a CTRL-P). This will unhide new menu options and the screen will say FE in the top corner. The option you are looking for is under package options.
Another potential problem could be the firmware on the HP28696As... they need to be 3728 oe 3944.
Does the INSTALL actually start or does it just hang with an "INSTALL..." ?
