It depending upon how you utilize system

1. Batch - Central Data Process with daily, weekly, monthly...
    report is reside on IS distribution ..
2. Online - Everyone run the report and print report to their
    network Laser Printer(reroute)
3. Client-Server - Everyone run the report and hold to HP spool area
    Image of this report can be transparent to their Excel with one key to
print..

Finally every one is operator and some sort of programmer too.
