It seems I solved this problem.

The COAX connection uses an old HP Hub that I mentioned 
before.  From there the CAT5 went to a CISCO 3500.

I stood there staring at the datacomm rack and let my 
eyes glaze over a bit and I saw a "nearly" abandoned old 
piece of equipment called an HP Advancestack 2000 (J3100A).

The only items remaining on it were some fiber optics
(that were critical of course.)  And some 10-MBit ports
(J3102A) with nothing in them.  Hmmmmmm.....

I said to myself, "That CISCO 3500 looks awful darn busy
with all those blinken lights, and that HP switch looks 
awful lonely on that rack.  Let me see what happens if I 
move that ol' CAT5 wire to from the CISCO to the HP Switch."

I figured the full 48 ports on the CISCO have better 
things to do than 10 to 100 MBit translation, and that's 
what the HP switch was "designed" to do.

So I pulled it from Port 47 on the CISCO (leaving it with
ONE empty port,) and moved it to one of the (all) 4 empty 
ports on the J3102A.

Voila!  Epiphany!  No more connectivity problem!  
And a speed increase as well.
