This placement service canters to H1B jobseekers that is why  H1B appears in
their name. Nothing in the name implies that the listed jobs are only for
H1B.  The banner across the top says "H1B Applications Accepted."  This is a
far cry from a "a site specifically devoted to  jobs/skills that no one in
the USA can or will do." It appears to allow the option for H1B not require
H1B or even give preference to H1B.

If any of the jobs interest you then you should apply since nothing in the
ad says not to apply if you are a citizen. The service will be glad to take
their commission for placing you no matter what your status. If as a citizen
you command a higher salary and their commission is larger they surely won't
complain.
Do we even know if the companies listed authorized this service to seek
candidates? We all know from job hunting that a lot of help wanted ads are
put in by headhunters that have no more of an inside track than we do by
cold calling the company. Make sure that a crime has been committed before
you accuse anyone of committing it.
I am more worried by the listing for an LPN. US headhunter have been
pillaging "developing nations" for their skilled healthcare professionals.
While this country's need for skilled nurses definitely creates a dangerous
situation, the deplorable act of leaving a village and the surrounding 1000
sq KM without even a nurse is unconscionable. In some industries, IMO
healthcare is one of them, there has got to be something more important than
the bottom line.
