What are the symptoms of "can't compile"?

What are the symptoms of not being able to access COBEDIT.PUB.SYS?
E.g., do you get an error (which) when you do:  :RUN COBEDIT.PUB.SYS ?

As a wild guess, do :DSTAT ALL  and make sure you see all of your disk drives.
