Stack traces would probably be helpful to figure out what's happening.  And
have you checked BOTH the access_log and the error_log?

I'm guessing that Apache is forking a new process and you're seeing fork()
still doing its thing.

Check the server pool parameters in httpd.conf to make sure you have enough
pre-forked processes to handle your anticipated connection load.
