One thing to remember about using Reflection Commands from the host
is that there already needs to be a session running - and starting a
session on PC is impossible if using NS/VT as there is no dedicated
LDEV.  If it's on a serial connection via DTC - then it's possible.

As for FTP - it supports the 7-bit character set only --- FTP is
rudimentary in some cases when compared to the Termulator Transfers
(Reflection, MS92, etc), and I don't believe that there are any RFCs
which address the 8-bit character set which would include support for
characters in languages other than English (unfortunately).

This can be done using HTTP, as opposed to FTP - but the user would
need to initiate the transfer with a web page.  The file can be
located in an accessible directory - a simple web page with a
hyperlink to the file, and it will be transferred down.  For the
HP3000, QWEBS can do this quite nicely (see http://www.qss.com) as it
relies on fixed-length, HP3000-style records and character sets.
