Folks,
        We at the University of Illinois at Springfield, formerly Sangamon
State University, were able to use our SPL and Image applications for
the past 20 some years because the state coordinating board for higher
education, at whose command our cost analysis system was built and
for whose benefit it was maintained, saw fit to keep its updates and
modifications at a low and very reasonable level.    If the board had
been more proactive, the SPL source would have fallen by the wayside
long since in preference to Transact, COBOL and BRW.
        BTW, we have only been University of Illinois at Springfield since
July  1, 1995.    The change over is the what the Republican Contract
With/On Illinois brands as "government efficiency".
