On my system, DSCOPY doesn't change any file information.  It's probably
FCOPY that's messing you up.  Try using SPOOLF to re-spool the file.
e.g.
 
  :DSCOPY O1234.OUT.HPSPOOL,OTHERHP[user.acct];FOO
  :SPOOLF FOO;PRINT;DEV=LP
