I suspect you are having "lack of heartbeat" problems with your DTC's - and
your HP3000's CPU is being indundated with these "lack-of-heartbeat events"
which, IIRC, are being logged to a NMLG####.PUB.SYS file - or not.

The way to tell for sure is to re-boot your system and not let any users or
jobs begin - apart from your own console session.

Look for any activity lights on your disk drives. You should notice
SIGNIFICANT disk i/o activity.

This is the lack of heartbeat being logged to your nmlg file.

The solution is quite simple - enable heartbeat on the transceivers that
attach your DTC's to your RJ45 patch cable.

You may be experiencing this problem co-incidentally with a recent O/S
upgrade or PowerPatch install. I can't recall exactly which O/S or PP
brought with it a change in behavior of the NM logging process.

Or, this may have absolutely nothing to do with your problem - but I
suspect it might.
