At a guess, I would imagine it is a copylib generator -- and a further guess would be to create COBOL record layouts that correspond to a dataset structure [though an alternate guess would be to create library entries that define VIEW screens...]

I tried to run it it and got the following error.

Interesting on three counts:
  - the program file is in your own account [I would expect contributed library programs to be in a .CONTRIB account, but of course, how you set them up is up to you :) ]
  - a BASIC file error -- this is a compiled basic program?  interpreted? (if the latter, you should have the source...)
  - trying to open reserve.pub.QUEST -- this makes it less likely to be a generally-contributed program, instead being one contributed from the folks at Quest.

Sorry, can't help with this one -- I never worked at a place that had their software, so I certainly wouldn't have come across their contributed programs...
