Try the following:

ALTGROUP NET.SYS;CAP=BA,IA,MR,DS,PH,PM;ACCESS=(R,L,X:ANY;W,A,S:GU)
and then restream jconfjob.net.sys. What was done to the system before this error
started occuring. Did you install a patch, or powerpatch. If so the patch might
need reinstalling. Do a NMMAINT,3 and see if there are any missing modules or
version mismatches. Running NETCP.NET.SYS might show some unresolved external
messages.
