Error Trying to Build Dictionary

I am trying to create a new dictionary with dictinit.pub.sys, and I am
having some troubles with it. It will not get past the first stage.

The last stage of the print out looks like:

RUN DICTDBL.PUB.SYS;INFO='*DINIT*'
DICTIONARY/3000 DB LOADER
STORE FILE> DICTSTOR.PUB.SYS

*ERROR: STORE FILE:

+- FILE INFORMATION DISPLAY+
ERROR NUMBER: 52  RESIDUE: 16616 (WORDS)
BLOCK NUMBER 16118577931 NUMREC: 24595

Any ideas on what that error means?  Either that or what is the correct
way to build a new dictionary.  I was following the instructions out of
the "Getting Started with Transact" Binder... I searched for
DICTSTOR.pub.sys and it doesn't seem to be on the system anywhere.

Any help would be appreciated.
