To enable access to a database accross accounts/groups, etc.

You would need to release the database.  

Use dbutil.pub.sys

release dbname
exit

This must be done by the creator of the database.  This will allow users in 
other accounts to access the database as long as they have the correct 
connections informaiton (mode and password).

The  other way would be to give  r,w,l:any access to the account/group 
or give the users sm caps...
