I'll go out on a limb here (though I think it's a pretty strong limb) and
say that there's zero chance that this action will successfully be
classified as an "act of war" by anybody. The only way that classification
would work is if some national government stood up and said something to the
effect of "We, the national government of <xxx>, directed this action", and
that's just not going to happen.
