Andrew,

You probably are reaching your maximum number of allowed TCP/IP connections.
The default is 128 and is set in NMMGR. You can check to see if you are
nearing the limit in NETTOOL. Check the numbers below highlighted with
"<<<<<<<<<<<<".

This could account for why users cannot establish a new connection, although
it does not explain why telnet and VT users are being disconnected. Are
users really disconnected or is it just users cannot establish new
connections?
