Well no.  Listed below is each official cabinet office and the date the
first secretary started.

Treasury                     9/11/1789
War                          9/12/1789 until 9/17/1947 then Defense
Justice                      9/26/1789
State                        9/29/1789
Navy                         6/18/1798 until 9/17/1947 then Defense
Interior                     3/08/1849
Post Office                  6/08/1872 removed 8/12/1970
Agriculture                  2/15/1889
Commerce                     2/18/1903 As Commerce & Labor Dept
Labor                        6/16/1913
Defense                      9/17/1947 Combined War and Navy
Health Education Welfare     4/11/1953 until 5/04/1980 then Health Human Srv
Housing Urban Development    1/18/1966
Transporation                1/16/1967
Energy                       8/06/1977
Education                    5/04/1980 was part of HEW
Veterans Affairs             3/15/1989

As you can see that FDR had in his first cabinet in March, 1933 had 10
members.  Dubya currently has 14 members.  Considering the population has
about doubled since FDR, that's not too many more.
