Typically a power supply issue. There is a build up procedure to troubleshoot issues like this.

I have more info.
<Cntrl-B> gets me to a CM> prompt, when I type RS, the following occurs.

FATAL ERROR: System held in reset.
POW_ON never came back (APERR 21)
Waiting until it's reasserted......

No more CM> prompt, Until another <Cntrl-B>

TC does nothing.

Oh, I'm using terminal emulator WS92, running on Win7 Pro, connected via
serial port to the console cable.
