Regular graffiti ofenders are not as well educated as political activists
they should know better.

Or are they?

That is all quite correct.  We do have what is called 'selective
enforcement'
though.  2 years for spray painting a political message but probation (if
anything) for regular graffiti is not exactly equal punishment for equal
acts.

Vandalizm here in LA is a constant and growing problem yet the police do
little if anything.
