I'd guess that it is not a store tape. You may want to use FCOPY and 'dump'
the first few blocks in 'hex' and 'char' to determine visually the tapes
contents/structure.
file t;dev=tape;rec=8000,,u,binary;nobuff (this is from memory)
fcopy from=*t;to=;char;hex;subset=,2
