SAFE/3000 access rules allow one to specify spoolfile security and access based
on the Creator of the spoolfile, along with time, date, etc. IMHO a better and
easier solution than playing with capabilities. SAFE access rules are similar to
mainframe type controls found in ACF2/RACF allowing a more robust and secure
specification of the who, how, when and where a spoolfile (and flat files, IMAGE
databases, KSAM, etc.) can be accessed. See

info.
