It's been a long time, so I forget the exact symptoms, but there used to be a
bug if you re-numbered a forms interactively in Formspec.  My fix was to
always re-number only in jobs.  If you had ever re-numbered the 'wrong' way,
the procedure you describe might have been another way to fix.
