image database are priv files, You must have the correct mode/passwords to 
access these files in the same group and account if you have default 
capabilities.

To avoid the error you can do the following as the creator of the database

dbutil
release dbname

exit

This will release the database file to allow all users with default caps and the 
correct mode/passwords to access the image database.

If this is not done, the account and group must be opened with l,r,w:any or 
give the user system manager caps.
